Compass is governed by a Board of Directors. We operate a Unitary Board structure which allows us to combine the knowledge and scrutiny of Non-Executive Directors, drawn from senior positions in the public and private sectors, with the operational experience of representative members of the Senior Management Team..

Janet Dean FRSA (Chair)
Janet Dean is a leading strategic adviser and consultant in the fields of leadership and change, housing, regeneration, health and social care. She leads Dean Knight Consultancy which specialises in providing interim and project management and expert advice and consultancy and works successfully across a wide range of specialisms. Janet has recently worked as an associate on projects for the Joseph Rowntree Foundation and the Local Government Association, and DKP has led a transformational development programme with associates of The Open Channel. Janet holds a portfolio of Non-Executive roles in the not for profit and public sectors. In addition to her role as Non-Executive Chair of Compass, she is Deputy Chair of the Board of Governors and Chair of the Finance and Employment Committee of Sheffield Hallam University and an Associate Non-Executive Director of North Yorkshire and York Primary Care Trust. A Fellow of the Royal Society of Arts, Janet has been designated a Public Appointments Ambassador by the Government Equalities Office, and appointed by the Department for Communities and Local Government to be a member of the Doncaster Recovery Board.
Philip Hilling (Vice Chair)
Phillip Hilling qualified as a Chartered Accountant with Ernst & Young in London having read English at Oxford. He remained with the firm until July 2010, having been an audit partner for 25 years. He held a number of EY management roles including 15 years as the managing partner of the Yorkshire offices, Consumer products business leader in North England and head of Financial services in the North, with continuous responsibility for Practice Development and People. Philip is now involved with the audit and risk committee at Leeds University and chairs the audit committees for Compass. Building on his mentoring and coaching experience with EY he is now also concentrating on executive coaching working with a range of senior individuals in partnerships, private companies and charities. This has combined with some personal and business advisory work which has recently included working with a finance director of well-known Social Enterprise to successfully apply for the role of CEO. He is also a magistrate in York.
Claire Wesley
Claire Wesley is a solicitor for Deloitte and has worked with a variety of UK and international businesses in all aspects of share/bonus plan advisory work. Since 2003, Claire has also been a School Governor at St Peter’s School in York and leads on the School’s response to the Charity Commission’s requirement to demonstrate “public benefit” as part of incorporation process. With this work, Claire is also involved with the corporate outreach programme to secondary schools and mentors children from deprived backgrounds.
Claire Wood
Claire Wood is a retired nurse with 37 years experience in the NHS, which included 12 years as an Executive Nurse in both Acute and Primary Care Trusts and 2 ½ years as the Chief Executive of the East Riding of Yorkshire Primary Care Trust. She is educated to Masters level in Management and Leadership in Health and Social Care. Since October 2008, Claire has been appointed to a number of voluntary roles in the Public Sector.
Francesca Yeomans
Francesca currently works as the European Legal Counsel to Smith & Nephew Plc, advising the company on commercial, corporate, property and regulatory issues. She joined Smith and Nephew in 1997 and worked in various legal roles. Since 2008, she has been heavily involved in setting up manufacturing and selling operations in China as well as advising on outsourcing of supply to Chinese manufacturers. Her current role now has now expanded to include advising Smith & Nephew’s local subsidiaries in the Emerging and Asian, Middle East and Latin American markets. Francesca qualified as a solicitor in 1989 and previous roles have included property lawyer and university law lecturer. She is married with two sons.
Executive Directors
Steve Hamer OBE (Chief Executive and Executive Director)
Steve Hamer is Chief Executive of Compass, has an MA in Social Policy and has been working in the drug treatment field since 1979. Before joining Compass in 1986 as its first employee, Steve worked in residential rehabilitation and also helped to develop the UK’s first dedicated resettlement service for drug using prisoners. In 2005, he was awarded the OBE for services to problem drug users. Since joining Compass in 1986 as its first employee, Steve has guided the organisation through its many stages of development, to become one of the UK’s leading drug treatment providers.
Fran Holgate (Area Director, London and the South East and Executive Director)
Fran Holgate trained as a general nurse in England, then emigrated to Australia in 1988. In 1989 she began working in the Australian alcohol and other drug sector, and over the next 17 years she worked in clinical, research, policy development and management roles. In 1998 she was central to the establishment of an innovative youth-specific treatment service operating across the State of Victoria, which offers a comprehensive and holistic range of services to young drug users. In addition to her nursing qualification, Fran has a Masters degree in Addictions and a Certificate in Health Statistics, and is part way through a MBA with the Open University. In February 2005 Fran returned to England and she has been Compass Area Director for London and the South East since January 2008.
Carol Butterill (Director of Finance, Company Secretary and Executive Director)
Carol trained with KPMG Charted Accountants in London and qualified in 1989. She has worked in the charity and not for profit sectors for eighteen years both in paid employment and as a volunteer Trustee and Treasurer for local organisations. She became Compass’s Director of Finance in 2006.
